On December 21, 2023, Orange County Disaster Rebuild (OCDR) handed over the keys to Steve Norwood to his brand-new home. Norwood’s home was impacted by the 2016 floods, Hurricane Harvey in 2017, Hurricane Laura in 2020, Hurricane Delta in 2020, and the Texas winter storm in 2021. The home was being condemned by the City
