Vidor City Manager Resigns — Police Chief Rod Carroll Appointed as Interim City Manager

The City of Vidor announces the resignation of City Manager Robbie Hood, who stepped down from his role on Tuesday after approximately five years of service. In response, the Vidor City Council has unanimously appointed current Police Chief Rod Carroll as interim city manager, while Police Captain Rodney Johnson will step in as interim police chief.

Mayor Misty Songe Hart confirmed that Hood will receive a month’s pay as stipulated in his contract. Rather than hire a costly external firm, typically charging between $35,000 and $50,000, the City Council has decided to search for a new city manager independently. Per legal requirements, the job posting will go live seven days from Wednesday, utilizing resources like the Texas Municipal League, of which the city is a member.

“We’re confident in this transition and grateful to Chief Carroll for stepping into this dual role during a critical time,” said Mayor Hart.

This is not Carroll’s first time as city manager. He previously served in the interim position during Hood’s administrative leave in 2023. Carroll emphasized the importance of the work ahead, including preparing the city’s annual budget, which is due by Oct. 1, as mandated by the state.

“I look forward to the opportunity and challenge of serving the city in this expanded capacity,” Carroll said. “There’s a lot of work to be done, and I’m ready to get started.”

Captain Rodney Johnson, now serving as interim police chief, brings over 13 years of law enforcement experience, including leadership in emergency management, grants, and dispatch.

The city anticipates naming a permanent city manager within two to four months.
